Public-private partnership enhances primary healthcare in Viet Nam

Viet Nam¡¯s Ministry of Health (MoH) is harnessing resources and expertise from the private sector to help strengthen its public health initiatives. A notable example is the partnership between the MoH and not-for profit arm of the pharmaceutical company Novartis Viet Nam which focuses on enhancing the capacity of the primary healthcare system to manage non-communicable diseases (NCDs) at the community level.

Through this public-private partnership, the government¡¯s provides overall plans, aligns with national health policies, and leads infrastructure development, workforce training, and community engagement efforts. At the same time Novartis Viet Nam contributes financial backing and technical expertise, providing diagnostic tools, affordable medicines, and specialized training for healthcare workers. The initiative addresses Viet Nam's growing NCD burden while supporting the country¡¯s commitment to strengthen primary healthcare as the foundation for universal health coverage (UHC).

From 2023 to 2024, the partnership achieved significant results, being implemented in 360 communes across 12 provinces. It reached over 408,000 people through community health education and screenings and trained 1,679 commune health workers in NCD prevention and management.

The partnership operates on a co-creation model, combining public oversight with private sector innovation, focusing on sustainability, building local capacity, and embedding practices that will endure beyond the project's duration. It exemplifies how public-private partnerships can effectively address complex health challenges and support Viet Nam¡¯s journey towards UHC.
