Indonesia's Study Visit to Korea for Advancing Digital ID Systems

The age of digitalization has presented countries around the globe with unique opportunities and challenges. For Indonesia, the introduction of a digital ID system is not just a technological advancement but a strategic necessity. It promises to revolutionize how citizens interact with government services, enhance the efficiency of public service delivery, and significantly improve data security and integrity. By adopting a digital ID system, Indonesia can streamline administrative processes, bolster economic growth, and ensure a more inclusive and equitable access to government services for its diverse population.

Exploring Digital Frontiers: Indonesia's Study Visit to Korea

In a significant step towards realizing this digital transformation, a delegation of 15 Indonesian public officials from the Ministry of Home Affairs, Ministry of Communication and Informatics, Ministry of Administrative and Bureaucracy Reforms, and Ministry of National Planning embarked on a study visit to the Republic of Korea from November 27 to 30, 2023 to absorb Korea's expertise and experience in digital development, with a special focus on digital ID systems.

Throughout their journey, the Indonesian delegates engaged with various Korean government agencies and private entities. The primary goal was to get insights and learn best practices for advancing Indonesia's digital capabilities as well as to understand the private sector innovations and collaboration with the government in advancing these digital systems. This encompasses a whole-of-government approach, ensuring security and protection of system and personal data, and fostering public-private partnerships in procurement and system integration.

The discussions delved into methodologies and prerequisites for scaling up the national ID application, modernizing ICT systems, and enhancing public services across different ministries, focusing on interoperability in the social protection information system.

Learning from the Industry Leaders: Key Sessions with Korean Digital Pioneers

The highlight of the visit was a deep dive into Korea's expertise in digital ID. This included demonstrations of leading technologies and strategies for collaboration across sectors to create integrated government systems. The sessions with the Korea Minting and Security Printing Corporation and RaonSecure, a company offering one of the leading IT security solutions based on biometric authentication technology in Korea, were recognized as the most beneficial by the participants as they presented the step-by-step evolution of the country's digital transformation and compared technological architectures between Indonesia and Korea.

LG CNS showcased a paradigm shift in mobile ID, leading to a decentralized national ID ecosystem, and shared insights into their contributions to digital infrastructure from the private sector. Meanwhile, the Seoul Metropolitan Government shared knowledge on data integration and operation at the municipal level.

Other significant contributions came from the National IT Promotion Agency, focusing on cloud transition policies, and the Korea Internet & Security Agency, which highlighted their role in creating a more secure cyber ecosystem. The Personal Information Protection Commission discussed balancing public data protection with safe data usage, an essential aspect of digital ID management. And the Electronics and Communications Research Institute shared experience in services in intelligence disaster and safety management.

Urban Digital Innovations: Insights from Seoul and Sejong City

A visit to Sejong City gave Indonesian officials a glimpse into Korea's blueprint for a whole-of-government platform established upon foundational infrastructure and public services layers. This included insights into the Korean National Digital Strategy and Digital Bills of Rights. 

In Seoul, the Seoul Metropolitan Government showed administrative services based on e-ID infrastructure, and the Seoul Urban Solution Agency shared its experience in global knowledge sharing and urban development.

Towards a Digitally Empowered Indonesia

The insights and best practices gathered during this visit promise to be instrumental in shaping Indonesia's digital development journey, illuminating the path forward in adopting a holistic government approach, ensuring robust security and integrity for digital IDs, and fostering effective partnerships with the private sector.

This study visit was organized by the Korea Digital Development program (KoDi) team and jointly supported with the Korea World Bank Partnership Facility.
