City Partnership Program (CPP) Launched to Foster “Best Practice” Approaches to Urban Development

Tokyo, March 23, 2016 - Tokyo Development Learning Center (TDLC), partnership project of Japan and the World Bank Group, launched City Partnership Program (CPP) which aims to accelerate the urban development in developing countries by utilizing Japanese expertise on 6 key thematic areas: urban planning, urban service provision, urban management, social development, disaster risk management, and municipal finance.

TDLC is under the Social, Urban, Rural, and Resilience Global Practice (SURR) of the World Bank Group. SURR has a Global Programs Unit which consists of a multi-disciplinary team working to design and deliver innovative and high-quality development solutions to support clients in achieving goals including, among others: 1) understanding better the opportunities of urbanization; 2) enhancing the potential for inclusive growth, poverty reduction, shared prosperity, and livability of communities, cities, and territories; 3) strengthening financial and service delivery capabilities of urban and sub-national governments, including through harnessing the potential of new technologies; 4) improving the preparedness and resilience of cities and regions with respect to economic downturns and natural disasters; and 5) helping urban and regional governments identify and implement the best approaches to mitigate and adapt to the effects of climate change.

Broadly in this context, CPP will engage with selected cities in Japan for joint research and knowledge and experience sharing, with a downstream view towards identifying opportunities to link Japanese expertise with specific project-level engagements in developing countries.

欧美日b大片 and the selected Japanese cities will collaborate to document experience and lessons through joint research and to deliver a series of knowledge and learning activities designed to share experience around specific development solutions. The output products such as knowledge notes, toolkits, good practice guides, and videos will be used as the basis for learning and knowledge sharing activities for officials from developing countries to Japan through peer-to-peer learning. Learning activities will be both face-to-face and virtual, and will include site visits to maximize the learning experience.

The call for Expressions of Interest (EOI) has been disseminated to a total of 65 cities in Japan, and also officially announced on World Bank Group TDLC website. The deadline for submitting EOIs for the first batch of selection will be April 30th, 2016, to be followed by a second round at a future date. TDLC will hold seminars and roadshows in Japanese cities to enhance the interest on CPP during the application period.
