Summary
This checklist is designed to support starting a developmental assignment (DA) with no work location changes. For starting a DA with work location changes, refer to Developmental Assignment¡ªStart (with work location changes).
Staff on regular, local regular, open, or term appointments are eligible for DA.
Note:
DA can be competitive or non-competitive and the process for each is different.

01 | Initiate a competitive DA, by placing an announcement in or through VPU/region internal communications. 1. Receive information from staff who have submitted applications. Note: Interested staff must submit their applications and inform the receiving manager and HR Business Partner (HRBP). 2. Review applications in consultation with the HR team, as appropriate. 3. Arrange for interviews in person, by telephone, or by video-conferencing or, in the case of country office staff, with a staff member of the sponsoring unit who may be visiting the duty station of the applicant. 4. Notify the selected candidate and the releasing manager of the selection, once the interviews are completed. Initiate a non-competitive DA, by recommending DA to a staff member as part of his/her Individual Learning Plan (ILP) in the ePerformance exercise. |
02 | Prepare terms of reference (TOR) in collaboration with the responsible HR team manager or designee. |
03 | Discuss and agree on T200011 Short Term Assignment (STA)/Developmental Assignment (DA) Memorandum of Agreement detailing benefits applicable to the DA with the head of the responsible resource management team, or designee and the staff member. Note: This action may be performed by the receiving manager or his/her designee. Complete T200011 STA/DA Memorandum of Agreement, signatures are required if all concurred with terms and conditions. |
04 | Initiate ¡®Developmental Assignment¡ªStart¡¯ in , upload memo and TOR, and select the boxes in the 'Terms and Conditions' section, as appropriate. If a drafter initiates the action, the receiving manager must first approve it. Refer to Developmental Assignment¡ªStart. Note: World Bank Group staff whose employment is declared redundant are given six months¡¯ notice before separation, during which time they receive full pay and benefits. The receiving manager must create a position for the staff member who is arriving to his/her unit for DA. |
