Roman Marshavin


Roman Marshavin, a Russian Federation national, is an Executive Director at the Board of the World Bank Group representing the Russian Federation, the Syrian Arab Republic since November 2018, and the Republic of Belarus since November 2024.

Mr. Marshavin spent 20 years in various high-level civil servant positions in the Ministry of Energy, Ministry of Finance, Ministry of Foreign Affairs, and the Central Bank in the Russian Federation. Prior to joining the WBG, Mr. Marshavin served as Director of the Department of International Cooperation at the Ministry of Energy of the Russian Federation. Other senior positions include Aide to Minister of Energy; Aide to Deputy Prime Minister of Russia; Deputy Director of Department of International Financial Relations at the Ministry of Finance; Chief Economist at the Department of Financial Market Transactions; Central Bank of the Russian Federation, and 2nd Secretary, Embassy of the Russian Federation, Washington, D.C., USA.

Mr. Marshavin earned a Ph.D. in Economics at the Diplomatic Academy of the Ministry of Foreign Affairs of the Russian Federation, in Moscow, Russian Federation; and a Master of Economics, Plekhanov Russian University of Economics, Specialization: World Economy. Graduated with Honors, in Moscow, Russian Federation. He completed the Certificate in International Development at the Paul H. Nitze School of Advanced International Studies, John Hopkins University.
