Emanuel Salinas Munoz is the World Bank¡¯s Iraq Country Manager based in Baghdad.

In his current position, Emanuel leads the development and implementation of the new Country Partnership Framework for Iraq and other country engagement products; manages the Iraq country office and the day-to-day strategic dialogue with the Government of Iraq; and works in strong partnership with the IFC, other multilateral and bilateral partners, and domestic stakeholders. 

Emanuel, a Mexican national, joined the Bank in 2005 as a Young Professional. He has since held various positions including Country Manager for Albania, Bosnia and Herzegovina and Montenegro, Lead Specialist in the Trade and Competitiveness Department, Program Leader for the Sri Lanka Country Office. Previously, Emanuel led World Bank¡¯s programs and teams covering macroeconomics, fiscal management, financial sector development, governance, poverty reduction, trade and competitiveness in Sri Lanka and Maldives and across Central Asia, based in Kazakhstan.

Before joining the World Bank, Emanuel had more than ten years of experience in the private sector, working with Standard & Poor¡¯s in Latin America, North America and Western Europe. He joined Standard & Poor¡¯s in Mexico as an analyst of financial institutions in Latin America, and eventually became Associate Director of European Structured Finance, Associate Director of Advisory to banks in Scandinavia, Germany, Italy, UK and Spain, and European Head of Quantitative Analytics.?

Emanuel has a Master's degree in Management and Economic Development from London School of Economics and Political Science, a Master's degree in International Banking and Finance and a Bachelor's degree in Finance from Instituto Tecnol¨®gico Aut¨®nomo de M¨¦xico. He has also pursued executive education at the Kennedy School of Government at Harvard University and the World Trade Institute at the University of Bern in Switzerland.
