The themes the four briefs are:

- Coordinating efforts across government bodies;
- Designing policies and programs according to evidence; and
- Putting it all together in a ¡°whole of government¡± approach.
Countries that have implemented each of these strategies at the same time are often among those that have made major strides in improving human capital outcomes. The series examines the various dimensions of this approach using country examples and concludes with a look at how success has led to meaningful gains and lasting benefits.
