The objective of the Land 2030 Global Partnership Umbrella Program is to assist developing countries in achieving land tenure security for all men and women. Land 2030 aims to enhance the commitment of both development partners and developing countries and mobilize resources to reach ambitious targets of securing land and property rights by 2030.?

To achieve this, Land 2030 aims to increase the number of countries that are in the process of or have achieved tenure security for all, while expanding the number of people with access to tenure security. Through its activities, Land 2030 envisions to contribute to global impacts as projected by the global Sustainable Development Goal to ensure equal rights to ownership and control over land, as well as the World Bank twin goals of ending extreme poverty and promoting shared prosperity.?

Land 2030 focuses on four activity areas:?

  1. Client capacity building and training to assist countries in acquiring the capacity to reform policies and formulate projects;?
  2. Knowledge curation and sharing to gather and create a strong knowledge base of operational best practices and innovations, proven policies, strategies and action plans;?
  3. Operational investment capabilities to strengthen operations through direct support to Bank-financed projects and indirect support through knowledge and lessons to partners' projects; and?
  4. Strategic partnerships to closely collaborate and build synergies with other players in the land sector at global, regional and national levels, both within and beyond the Bank.?

Land 2030 envisions three cross-cutting thematic focus areas:?

  1. Establishing robust mechanisms to increase women's rights to land and property and economic empowerment;?
  2. Scaling up efforts to address the land-related aspects of fragility, instability, and forced migration; and?
  3. Increasing the use and application of technologies to bridge the digital and geospatial divide.

  • Subnational Government Strengthening in Land Administration and Fiscal Management in Colombia (CiuDATA+) aims to increase the fiscal and urban planning autonomy of municipalities by improving their capacity in land management and fiscal performance.

    The program is based on two pillars:

    1. Build capacity at the municipal level for cadastral data management and maintenance, value capture instruments as well as tax administration, based on piloting interventions in six prioritized municipalities, which should lead to better land management and fiscal capacity. 
    2. Build capacity at the central government level to provide sustainability and scalability by strengthening and aligning policies, regulation and incentives on land and fiscal management issues for application at the subnational level.

  • Integrated Land and Urban Management in Egypt aims to foster sustainable and resilient urbanization in Egypt¡¯s new urban communities through supporting and enhancing the capacity of local and national authorities towards enhanced property registration, tenure security and urban management. It supports the government during its early stages of developing and implementing a national program for registering all land and properties nationwide with a focus on sustainability, innovation and the scale-up of successful approaches.
