Climate change is exacting a heavy toll on Filipinos¡¯ lives, properties, and livelihoods, and left unaddressed, could hamper the country¡¯s ambition of becoming an upper middle-income country by 2040. However, the Philippines has many of the tools and instruments required to reduce damages substantially, according to the World Bank Group¡¯s Country Climate and Development Report (CCDR) for the Philippines.
