Daniela Felcman is a Senior Governance Specialist at the World Bank, currently covering the Europe and Central Asia (ECA) region. In this capacity, Daniela leads projects and analytical work in the areas of public administration reform, infrastructure governance, and anticorruption. These efforts involve the implementation of digital government initiatives and data-analytic approaches. She currently leads governance and anticorruption reform programs in Armenia, Kyrgyz Republic, and Uzbekistan and is the Governance Focal Point for the South Caucasus. Previously, Daniela supported similar reform programs in several Latin American and Caribbean countries, including Mexico, Colombia, Argentina, and Chile. Before joining the World Bank in 2008, Daniela worked at the Inter-American Development Bank and the Ministry of Finance in Argentina. Daniela is an economist from the University of Buenos Aires, holds a Master¡¯s degree in International Studies and Public Policy from George Washington University and a Master¡¯s degree in International Studies from Universidad Torcuato Di Tella in Argentina.

Hazel Feigenblatt is Programs Director for Latin America and the Caribbean at the Institute for War and Peace Reporting (IWPR). The institute supports journalists and civil society activists at the frontlines of conflict and transition around the world to help them drive change. It also works with independent and official partners to remove barriers to free expression, robust public debate, and citizen engagement.

In Latin America, IWPR¡¯s programs focus on investigative journalism, especially in the areas of corruption and organized crime. Hazel is a former award-winning investigative journalist, previously was Research Director at Global Integrity, has a Ph.D. in journalism studies, and has served as an anti-corruption consultant in several organizations.

Jonathan Fox is a professor in the School of International Service at American University and the founder and director of (ARC). He studies the relationships between accountability, transparency and citizen participation. For more of his work, see?. The Accountability Research Center (ARC) is based in American University¡¯s School of International Service collaborates with partners to contribute to global thinking on how to improve public accountability and build more inclusive societies.

Luigino Pilotto is the Deputy Comptroller of Strategic Management, Integrity, and Control of the CGR of Peru. Previously, he served as the Deputy Minister of Human Rights and Access to Justice at the Ministry of Justice and Human Rights. He has also been a Member and President of the First Chamber of the Civil Service Tribunal and a Member of the Superior Tribunal of Administrative Responsibilities of the Comptroller General of the Republic.

Additionally, he has held positions such as General Manager, Legal Manager, or equivalent roles in various public entities. He acts as an arbitrator in labor disputes between private parties and has been a professor of undergraduate and postgraduate courses at several universities. The Peruvian SAI has been using digital tools to enhance transparency and public engagement in its audit function. The representative will share insights on their innovative approaches with special emphasis on citizen engagement, and the impact of these tools on their audit processes.

Roby Senderowitsch currently serves as the Practice Manager for Public Administration, Institutions Global Department at the World Bank. Previously, he has held various positions, including Practice Manager, Governance Global Practice, Europe and Central Asia (West); Manager for Leadership, Learning & Innovation; Manager of the Global Partnership for Social Accountability (GPSA); and Country Manager in the Dominican Republic. 

His work includes a strong focus on political economy analysis, building coalitions for change, anti-corruption, and performance-based management of public institutions. He has been a lecturer in Human Resource management in nonprofit organizations, as well as director of educational programs and community development and HR management in the private sector. Roby¡¯s publications include ¡°Building Effective, Accountable, and Inclusive Institutions in Europe and Central Asia,¡± ¡°Democratic Governance in Mexico: Beyond State Capture and Social Polarization¡± (with Yasuhiko Matsuda), ¡°Performance Informed Budgeting and Trust in Government¡± (with Nick Manning and others), and ¡°From the International Financial Crisis to Inclusive Growth in the Dominican Republic.¡± Senderowitsch holds a Bachelor of Science in Education from the University of Buenos Aires and a Masters in Policy Studies, Public Administration/Nonprofit Management from the Johns Hopkins University.
