Fiscal Decentralization, Local Government & Policy Reversals in Southeastern Europe

    The  book, provides a comprehensive overview of fiscal, administrative and political decentralization in eight case study countries --the successor states of former Yugoslavia and Albania -- during their transition and EU integration years, from 1990 until 2016.

    During this session, the authors of the book discussed the various decentralization approaches that have been adopted, based on different combinations of political, social and economic environment.  There was also a discussion on the relationship between the decentralization approaches selected and good governance at the sub-national level. 

    Participants learned key trends and binding constraints in decentralization processes in Southeastern Europe and how to support client countries for successful decentralization reform efforts.
