#Infra4Dev Conference: Infrastructure in the Digital Era¡ªHow Should Regulation Adapt?

Infrastructure networks are becoming increasingly digitalized, making it possible to contemplate new levels of efficiency and service delivery. This process is already advanced in the case of communications networks and is also beginning to transform networks for energy and transportation. The digitalization of infrastructure is posing new challenges for the regulation of infrastructure services, reshaping the boundaries of natural monopoly and competition, while fundamentally disrupting cost structures and business models.

  • Jointly organized by the World Bank¡¯s Infrastructure Vice Presidency and the Toulouse School of Economics, the first annual #Infra4Dev conference aims to explore the intersection of infrastructure, digitalization and regulation, and to survey the current policy debate on these issues within the frontier markets, with a view to reflecting upon the implications for the developing world.

    The conference will take place at the Centre de Congr¨¨s Pierre Baudis on Wednesday, December 11, 2019, drawing upon the combined forces of the Toulouse School of Economics, the Digital Economy Research Center, and the Energy and Climate Research Center. In addition, the conference will be held the day before the annual workshop of the European Development Research Network (EUDN), ensuring that a strong development perspective will be brought to the discussion on infrastructure regulation in the digital era.

    The conference is intended for distinguished academics, practitioners and entrepreneurs with an expertise in the conference theme.

    The conference will include a keynote address by Jean Tirole, Honorary Chairman of the Jean-Jacques Laffont-Toulouse School of Economics Foundation, opening remarks by Makhtar Diop, World Bank Vice President for Infrastructure, and a series of contributions by senior scholars.
