Sebastian Molineus


Sebastian Molineus is the Director of Strategy and Operations for the Global Infrastructure Vice Presidency at the World Bank. In this capacity, he helps: implement global strategic priorities, including for private capital facilitation, the just energy access and transition agenda, transport decarbonization, as well as urban development and livable cities programs; oversee the day-to-day operations of the Vice Presidency; contribute to corporate priorities; and promote regional and global partnerships.  

Sebastian also currently serves as the Acting Director for the Infrastructure Finance and PPPs Global Department.

Previously, Sebastian was the World Bank Regional Director for the South Caucasus, where he developed the World Bank¡¯s country strategies, managed the portfolio of lending, advisory, and convening services, coordinated with development partners, and engaged with other key stakeholders on economic growth and poverty reduction in the region.

Sebastian began his career with the World Bank Group in 2002, when he joined the International Finance Corporation to work on corporate governance reform programs in Russia and across the Middle East & North Africa region, based in Moscow and then Cairo. In 2008, he joined the World Bank in Washington as a Senior Operations Officer responsible for financial and private sector development and then became a Practice Manager for the Capital Markets Global Department in 2012.

Sebastian was appointed as Director of the Finance & Markets Global Practice in 2014 and in 2018 became the Director for the Finance, Competitiveness, and Innovation Global Department. 

Before joining the World Bank Group, he worked at the Organization for Economic Co-operation and Development in the Financial, Fiscal, and Enterprise Affairs Division.

Sebastian holds an MBA from the HEC School of Management in France, and a master¡¯s from the University of Passau¡¯s School of Law in Germany.
